Jacksonville woman accused of starving two dogs to death

A woman is charged with two counts of felony killing animals by starvation.
Warrants show Chloe Popkin, 20, of Jacksonville was charged with those offenses for "failure to provide adequate water to a female beagle-mix and to a male hound dog."
Onslow Animal Control says Popkin was a "secondary caretaker" involved in a previous animal cruelty case where 45 animals were seized in the county back in May of 2017.
At her first court appearance, she posted $10,000 bond and is due back in court January 29th.
