Onslow County deputies charged Kenneth Forbes, of Selma, with felony obtaining property by false pretense.
Deputies say last month they began investigating when a storm victim in Sneads Ferry told them he hired Forbes to do work, paid him money to buy materials, but he never did the repairs.
Forbes was jailed on a $5,000 bond.
Sheriff Hans Miller says storm victims should always get a proposal in writing, never pay more than 1/3 of the cost up front, do not pay in cash, and try to use local contractors with good reputations.
