The city had a discharge of more than 58,000 gallons at a manhole on Oakwood Drive. The untreated wastewater was discharged into Caps Branch, which flows into Slocum Creek in the Neuse River basin.
Officials say the event was associated with the rain from Hurricane Dorian.
The NC Department of Environmental quality division of water resources is reviewing the spill.
Havelock has had nearly 15 sewage spills in the past 3 years.
