Democratic Governor Bev Perdue urged North Carolinians to stay safe and not venture out to survey storm damage during a press conference Saturday morning.
"Please stay inside," Perdue urged those affected by the storm.
Perdue says there have been breaches at wastewater plants in Tyrrell County and New Hanover County. Perdue said officials did not know how bad the breaches were.
Eighty-one shelters are open in North Carolina, Perdue said.
"Emergency response teams are staged all over Eastern North Carolina, and they are ready to deploy," Perdue said.
The National Guard has 285 members on standby, while the North Carolina Highway Patrol has 200 troopers standing by. There are 30 emergency response teams ready to respond.
