The governor of Louisiana has activated the National Guard and declared a state of emergency in preparation for Tropical Storm Gustav. Gustav is likely to become a major hurricane in the Gulf of Mexico by late in the week and weekend. Nearly 3,000 National Guard troops have been activated in preparation for the storm. New Orleans plans to institute a mandatory evacuation order should a Category 3 or stronger hurricane be within 60 hours of the city. The state of Louisiana has arranged for buses and trains to take people to safety. The Army Corps of Engineers has spent billions of dollars to improve the levee system which they hope will hold if Gustav or another major hurricane strikes.
