BALI, Indonesia (AP) -- The U.S is refusing to commit to
mandatory caps on global warming gases by mid-2008 at the U.N.
climate conference in Bali. The State Department's senior climate
negotiator says the U.S. will come up with its own plan to reduce
its environmental impact.
