Oklahoma's state insurance commissioner says the idea to take away season football tickets from those without health insurance was only a joke.

Kim Holland says she was part of a panel Thursday, discussing the large number of uninsured in the state.

The panel was joking about ways to get people's attention and suggested taking away people's driver's licenses, state income tax deductions and even college football season tickets.

Holland says none of the suggestions were meant to be taken as policy proposal.

A survey this year by the Centers for Disease Control and Prevention found that one-third of Oklahomans have no health coverage.
