ARCHIVES: Noose Found At ECU Stadium Construction Site

It has long been a symbol of hate and is now the focus of an investigation at ecu.

A noose was discovered hanging in the construction area of the east end zone at Dowdy Ficklen Stadium.

ECU officials say the noose was found by construction workers Monday afternoon.

T.A. Loving, the construction company in charge of building the new end zone, told WITN on Tuesday they are cooperating with the investigation.

John Durham with ECU says the university does not tolerate hate crimes or intimidation.

North Carolina General Statues has a law prohibiting anyone hanging a noose.

ECU says its investigation will take a few days to complete.

ECU says it's investigating the discovery of a noose found hanging at Dowdy-Ficklen Stadium.

University police say the noose was found Monday in the east end zone, where several thousand seats are being added to the stadium. The area had been closed to the public for several weeks because of the ongoing construction. Construction workers found it hanging from the bleachers.

Chancellor Steve Ballard, who is on vacation, said, “The investigation could take several days to complete, but we hope to bring it to a conclusion as soon as possible. We intend for the university to be a welcoming, inclusive community and we will not tolerate activities that are illegally threatening or intimidating.”

University police, who are conducting the investigation, say the construction company is cooperating with the investigation.

Under North Carolina law, hanging a noose with the intent of intimidating someone is a Class 1 misdemeanor.

In 2007 what some students said was a noose was found hanging in the basement of Belk Residence Hall.

After an investigation, ECU police said they couldn't determine if the rope in Belk was indeed a noose because it had been untied by students before officers arrived.


NC General Statutes - Chapter 14 Article 4A 4

§ 14-12.13. Placing exhibit with intention of intimidating, etc., another.

It shall be unlawful for any person or persons to place or cause to be placed anywhere in this State any exhibit of any kind whatsoever, while masked or unmasked, with the intention of intimidating any person or persons, or of preventing them from doing any act which is lawful, or of causing them to do any act which is unlawful. For the purposes of this section, the term
"exhibit" includes items such as a noose. (1953, c. 1193, s. 12; 2008-197, s. 2.)
