Deputies say a woman who was secretly photographed at a Walgreens followed the man outside the store and turned the camera on him.
Jonathan Oliver has been charged with felony secret peeping.
Onslow County deputies say it happened at the Walgreens on Richlands Highway.
The victim said while shopping inside, a man took pictures underneath her dress. After confronting the man, the victim went to the front of the store to speak with the store manager. When the man left, the victim followed him outside and took a picture of his license plate.
Deputies say they used the woman's picture along with store surveillance video to identify Oliver.
The 38-year-old Oliver was jailed on a $5,000 secured bond. He had his first court appearance today.
