An insurance industry study says deaths in motorcycle crashes have been on the rise as states chip away at their helmet laws.
The Highway Loss Data Institute says in Michigan, the average medical claim from a motorcycle crash rose by more than one-fifth last year after the state stopped requiring riders 21 and older to wear helmets.
Currently, 19 states and the District of Columbia require all motorcyclists to wear a helmet.
