Typhoon Kills 20 In Manila

Emergency workers have restored electricity Wednesday after a powerful typhoon caused flooding and fierce winds that killed at least 20 people and sent huge waves crashing over seawalls. Heavy downpours caused severe flooding and wind gusts to 93 mph. The Philippine disaster agency said 35 people were still unaccounted for and that 108 had been rescued.
