Rocky Mount Appoints New City Manager

Rocky Mount has a new city manager. Charles Penny was appointed Thursday night by the mayor and city council.

Penny has worked for the city since 1995 as the Assistant City Manager. Prior to that, he served as Director of Planning and development. He also has served as Assistant City Manager with the cities of Asheville, Kinston and Morganton. He will replace Steve Raper who is retiring at the end of the month.

Penny will be sworn in during a special ceremony 10 a.m. Monday at the municipal building. The community is invited.

    Insanity is doing the same thing over and over, expecting different results. He is the main problem in Rocky Mount, so lets put him in charge.
