Man Facing Felony Child Abuse Involving Toddler

A New Bern man is charged with felony child abuse after a 14-month-old was taken to the hospital with a fractured femur.

Police say Shavar Hill was caring for the child back in April at the request of the the mother who also lives at the same residence. When the mother returned from work police say she discovered the child needed medical attention and took the victim to CarolinaEast Medical Center.

The toddler was eventually sent to Pitt County Memorial Hospital for emergency surgery. Police say they got a warrant for Hill on Tuesday after receiving the full medical report.

The 29-year-old Hill turned himself in to police Wednesday and was release on a written promise to appear.

Magistrate should be incarcerated until the released criminal calls for a court date.

There must be a little more to it for him to be released like that. Kids fall, it was a fracture which can seem like a sprain especially if the child isn't verbal enough to communicate how acute the pain is. I fractured my arm as a kid and my parents thought it was a sprain. Years later, during another x-ray, it was discovered. Kids' bones begin to heal very quickly- likely surgery meant they needed to rebreak and set it correctly.

This is whats wrong with our society now....if he had been charged with a gram of coke he would not got a written promise...yet he HARMS THIS CHILD and gets a written promise. I want to scream and curse at these officials who allow this. HOW IS THIS NOT WORSE THAN DRUG CHARGES AND OTHER CASES SUCH AS ROBBERY? These people deserve the worst punishment allowed..WITH NO BOND! SICK!!!!!!!

I believe the Clerk of Superior Court plays a roll in the selection of Magitrates, but I am not sure if that is who the Magistrates report to.

Oh and by the way, it is public record as to who the Magistrate was because their name should appear on the copy of the warrant in the Clerk's Office.
