Jail Expansion Workers Charged With Pot Possession

Two men helping to build a jail expansion in Lenoir County found themselves behind bars after officers discovered marijuana in their vehicle.

Kinston police say one of their investigators was walking to the courthouse and smelled marijuana coming from a vehicle. Narcotic officers were notified and they got permission to search the vehicle and found a small amount of marijuana and drug paraphernalia. This happened around 10:30 a.m. Wednesday in the courthouse's overflow parking lot, which is across the street from both the Kinston Police Department and the Lenoir County Sheriff's Office.

James Rowe of Pikeville and Raymond Ballance of Fremont were both charged with simple possession of marijuana and possession of drug paraphernalia, both misdemeanors. Ballance was also charged with maintaining a vehicle with marijuana inside. The two work for Allco Electric of La Grange.

Bond for the two was set at $500.

The county's $21 million jail expansion is expected to be completed later this year.
