Former Director, Husband Accused In Assisted Living Facility Thefts


The former director of an assisted living center, and her husband, have been charged with stealing thousands of dollars from the Kenansville facility.

Kenansville police have charged Phyllis Casteen with 47 counts of obtaining property with false pretense, 22 counts of larceny by employee, and one count of financial card fraud.

Casteen is the former director of Windham Hall, a rest home on Cooper Street.

Also charged is the woman's husband, Jeremy Casteen, who police say was a maintenance man at the facility. He is charged with nine counts of obtaining property with false pretense, and six counts of larceny by employee.

Police say nearly $10,000 was taken from Windham Hall. Warrants say the woman stole money though various ways, including adding non-work hours to her husband's time card, as well as using a company credit card to fill up her personal vehicle.

Police say their investigation began last July when the owner complained about possible missing money from the business.

The new director of Windham Hall issued this statement Thursday afternoon: "The old director and her maintenance man husband been gone 6 months. New employees have worked hard and have done everything they can to get back on track. There were a lot of things off track. They really care about the people who call Windham Hall home, and they are who matters the most here."
