Nearly a month after the election and a close race here in Eastern Carolina is finally decided.

The campaign manager for State Senator Stan White says his candidate has conceded the District 1 race.

It comes after hand to eye recounts in six of the eight counties in the district showed only a one vote change since the machine recount last week.

Beaufort County Representative Bill Cook was leading the race going into the latest recount by 21 votes.

The partial hand to eye recount showed only a one vote change in favor of White in Camden County.

Several counties will begin a second recount of votes in the State Senate District One race today.

After the first recount, Beaufort County Rep. Bill Cook is 21 votes ahead of Senator Stan White in the race. Cook, a Republican, is the Republican challenger, while White, a Democrat, is the incumbent.

Pasquotank County started their recount on Friday. Perquimans County starts their recount Tuesday. Today, Beaufort, Camden, Dare and Gates Counties will begin this second recount.

A state representative is asking that the State Board of Elections declare him the winner in that very close state senate race here in Eastern Carolina.

Beaufort County Rep. Bill Cook is 21 votes ahead of Senator Stan White in the State Senate District 1 race after a recount earlier this week.

White, who was appointed to fill the seat when Marc Basnight resigned, asked for a partial hand to eye recount yesterday. "I am disappointed to see the continued efforts of my opponent to extend this race when I have received the majority of the votes in two counts," said Cook. "I ask the state board to do declare me the winner. Further delay only serves to undermine the credibility of the election process here in North Carolina."

The state says the partial recount could start as early as Friday in the eight counties.

A close race here in Eastern Carolina will get yet another look as an incumbent state senator is seeking a partial hand to eye recount of paper ballots.

A machine recount done in all eight counties of the State Senate District 1st race showed Senator Stan White trailing Rep. Bill Cook by 21 votes.

The Dare County Democrat told WITN Tuesday afternoon that he asked for the additional recount. The State Board of Elections says they will take 3% of the ballots from each county and put those through a "hand to eye" recount.

A majority of the counties in the senate district use paper ballots.

Cook told WITN, "It's getting a little silly. I beat him twice, now with the hand to eye count it's wasting people's money and time. Enough is enough. It should be over. I have won."

More than 87,000 votes were cast in the district which includes Beaufort, Dare, Hyde, Camden, Currituck, Perquimans, Pasquotank and Gates counties.

Republican State Representative Bill Cook is claiming victory in the State Senate District 1 race following Monday's district-wide recount.

Prior to the recount Cook was ahead of incumbent Democrat Stan White by 32 votes. Now totals show Cook leading by 21 votes. More than 87,000 votes were cast in the race.

Cook says, "The votes have been counted and recounted and I have won again. I see no point in my opponent attempting to continue this race and I call on him to concede the contest."

Ballots were recounted in Beaufort, Dare, Hyde, Camden, Currituck, Perquimans, Pasquotank and Gates county.

White could ask officials to conduct a recount by hand using a random sample of votes.

When contacted this morning, White's campaign manager says they haven't yet decided what course of action to take. Tommy Fulcher says a decision must be made by tomorrow.
