A commissioner takes on a former commissioner.
In Duplin County, Anita Powers was appointed to her seat on the Board of Commissioners in 2013. The term doesn't expire until 2016, but law requires she be elected to the position.
Her opponent, Jessie Hand-Ladson was also once appointed to a commissioners seat in 2010.
It's the only local race in the county for this primary. Even though residents don't have to show identification at the polls until 2016, poll workers will be preparing voters.
"We'll be asking if they have a voter ID," says Derl Walker, Elections Board Chairman. "If they don't, then they sign a statement to the fact that they don't, and then they are told how they can get one."
One-stop voter turnout was low for the one Democratic commissioners primary. Only 456 of Duplin County's estimated 29,000 voters voted early.
