The National Hurricane Center says Tropical Storm Erin has developed in the Gulf of Mexico near southern Texas.
The southwest coast of Texas and part of Mexico are already under a tropical storm watch.
Forecasters say the system could reach the Texas coast by tomorrow.
Texas Governor Rick Perry, getting rescue workers and vehicles in place, notes that much of the state has been swamped by heavy rains this summer. He says many communities along the projected path of the storm are at high risk of dangerous flash floods.
Hurricane forecasters are also keeping an eye on Tropical Storm Dean in the Atlantic. It's still far outside the Caribbean but could strengthen over the next day.
