Gay Marriage Amendment

The House Rules Committee moved the bill to the full House moments after the panel narrowly rejected an effort to send it to another committee. That was a tactic aimed at keeping the proposal
from coming to a vote. Hackney said he would use his power as speaker to refer the bill to another committee. And he did just that, referring the bill to one of the three House judiciary committees.
Without a vote by the full House before Thursday's so-called
crossover deadline, the amendment will die for the remainder of the
two-year session. The bill seeks to insert in the state constitution that marriage is the "union of one man and one woman at one time." Hackney and Senate leader Marc Basnight have said because that definition is already included in state law, the amendment isn't necessary.
