Since September we've been following the story of Rufus and Viola Harrell. They're an elderly couple in Washington County struggling with flooding problems since hurricane Isabel in 2003. The problems are so bad the two have been forced to use a portable toilet off and on. We wanted to check in with them as 2006 draws to a close. The couple tells us a clogged drainage system, likely caused by a significant amount of logging nearby, is still causing their property to flood each time there's a lot of rain. When county officials said public money couldn't be used to improve private property, we alerted First District U.S. Congressman G.K. Butterfield. After seeing the situation firsthand, the congressman pledged to be the couple's advocate in Washington D.C. Two months later, the situation is still the same. Congressman Butterfield's press office tells us they sent a letter to the Army Corps of Engineers to solicit help for the couple and are awaiting a response.
