Some residents of Dare County started the day without electricity as a storm hovering off the North Carolina coast dumps rain and whips up winds.
Emergency Management spokeswoman Dorothy Toolan says some of the county won't get power back until tonight.
Toolan also says there's ocean overwash that's closed a portion of N-C Highway 12 on Hatteras Island. People living there can't use the road, and people heading there are being turned back near the Oregon Inlet bridge.
Toolan says the most significant overwash on N-C 12 has been observed just north of Rodanthe. She says the problem will continue as winds pick up during the day and through high tide tonight.
