North Carolina's Lottery Hurting Virginia's Numbers

Retail stores just across the state line are really feeling it. Virginia lottery director Sheila Hill-Christian says the overall decline of eight percent to ten percent was expected. But she says her state's lottery will make changes in games and install state-of-the-art technology that should enable it to make up the loss within two years.
