Mounting Trash on Highways

There's a new trend on North Carolina's highways and its not a good one, trash. Litterbugs across the state are getting overlooked while the understaffed Highway Patrol focuses on driver safety. A new study shows a state trooper averages one ticket for littering about every two years. Troopers say while littering is a serious problem, because of the shortage, drivers' safety is a bigger concern.
