March 30 is the day you're supposed to be able to start playing North Carolina's new scratch off lottery games. But, it's not a sure bet. A lawyer representing opponents of the lottery told a judge Monday the lottery is little more than a tax and that legislators should have approved it in a similar manner. That didn't happen. A lawyer for the state disagrees that it's the same as a tax, saying people don't have to buy lottery tickets. A ruling on the challenge is expected later this week.
