Goldsboro city officials are asking residents and businesses to voluntarily conserve water because the Neuse River is low. The city's mayor says the Neuse River has dropped to an average sea level of 52 feet, which hasn't happened since 2002. The mayor says if the average sea level drops to 50 feet the city will then order mandatory conservation, which officials say has never happened in the city's history.
