North Carolina's auditor says regulators should not have allowed a Cary rest home to keep its license because residents were at such a high risk of injury or death.
That's what The News & Observer of Raleigh reports that State Auditor Les Merritt wrote in a letter to Department of Health and Human Services Secretary Dempsey Benton about Parkway Retirement Home.
Owner Autry Butler says the center, which continues to operate under the name Phoenix Assisted Living, has turned around in the past year.
Last year, regulators barred the rest home from admitting new residents after determining that workers physically and verbally abused some patients.
