The investigation into the robbery of the Cox Communications office in Tarboro last month ended where it began, with the alleged victim.
Police arrested 27-year-old Tiffany Rochelle Lowe on two counts of embezzlement. Lowe confessed to asking her cousin to pose as a robber on Oct. 4.
Lowe's cousin has not been arrested yet.
