Jacksonville's City Council got "inside" a controversial county project Tuesday, as they looked at the need for a new county jail.

The council is caught in a political struggle with the county commissioners about replacing or expanding the overcrowded jail in downtown Jacksonville. Onslow County Sheriff Ed Brown took all those council members on a tour of his department and the jail, before they make crucial decisions in the weeks to come.

The council is split on the issue and may have to legally block the expansion if Onslow Commissioners' don't change their plans to expand next to the current downtown jail.
