It's called the "Safe Haven" law. It allows a parent to give up an unwanted infant safely and anonymously.
The law was passed by the North Carolina General Assembly in 2001. Officials say it's an option for people, who don't want to keep a child, to make sure he or she gets to a safe haven. Safe havens are places like a hospital, sheriff's department or a fire station.
