Parents of college bound students are looking at other ways to finance their kids' costs...some parents who were paying into "529" plans for their kids' college education are now considering state prepaid plans.
The 529 plans were popular... then the stock market took a dive and many indexes lost half their values. Prepaid plans lock in a fixed price for parents, and don't face the ups and downs of the stock market.
There's a catch... prepaid plans generally have a narrow yearly window in which to enroll, so that administrators can work the numbers for cash reserves.
