The StarNews of Wilmington interviewed the man authorities say is fugitive Charles Sparks for a story Sunday.

The paper said the man told him his name is William Bolyn Garrett of Danville, Va. Police say Garrett died of a heart attack in 1983.

Garrett's twin brother, Bob Garrett, said he was surprised to hear that someone had been using his brother's identity for all these years.
