Panel Recommends Rules To Force Fracking

RALEIGH (AP) - A study committee is recommending a rule that could force home owners to sell natural gas under their homes and farm land.

The News & Observer of Raleigh reported a study group recommends using a 1945 law for shale gas exploration, or fracking.

Thousands of property owners could be affected in the gas-rich Lee, Moore and Chatham counties.

The recommendation bypasses the North Carolina Mining and Energy Commission, which holds public hearings on protecting the public and the environment.

The rule would have to be approved by state lawmakers before it could be implemented.
