Scattered showers will continue through the weekend. Rainfall totals will be significantly less than previous days, but an additional 1 to 2 inches will be possible. Joaquin will stay offshore, limiting its impact on Eastern Carolina.
Onslow County, North Topsail Beach and Jacksonville on Thursday issued state of emergency declarations while the American Red Cross has opened three shelters.
At North Topsail, some people spent Thursday morning boarding up their homes, while a couple of surfers took advantage of some strong wells ahead of Arthur.
The three Red Cross shelters opened at 4:00 p.m.
They are located at Swansboro High School – 161 Queens Creek Road in Swansboro, Dixon Middle School – 200 Dixon School Road in Dixon and Jacksonville Commons Middle School – 315 S. Commons Drive, in Jacksonville. That shelter is pet friendly.
Swansboro is under a curfew until 5 a.m.
