Elizabeth City police plan to blow the dust off the city's only wheel boot to try to deal with the growing problem of unpaid parking tickets.

The Virginian-Pilot of Norfolk, Va., reported (http://bit.ly/WmD9jp) that the city has almost 1,300 delinquent citations with fines totaling about $14,000.

The city last used the wheel boot 24 years ago, in 1989, when it was new.

Ticket fines in Elizabeth City are $10 for exceeding the two-hour limit, $15 for blocking a loading zone and $50 for filling a handicap spot.

Officer Carethia Brown says the driver most likely to get the wheel boot first is a man who drives a Lincoln registered to his grandmother in New York. Brown says the man has 21 unpaid tickets.
