A retiree from here in Eastern Carolina is the first million dollar winner in the state lottery's new game.

Robert Phillips of Jacksonville plans to pay off his mortgage, his auto loan, and take a vacation.

He scratched off the lucky $10 ticket after a purchase at the Scotchman on Western Boulevard Thursday night.

Phillips took a cash payment and received a $415,203 check after state and federal taxes.

The North Carolina Educational Lottery says as of Friday, five $1 million top prizes remain unclaimed in the contest.
