Elizabeth City State Laying Off 46 Workers, Other Positions Eliminated


Elizabeth City State University says it is laying off 46 employees due to state funding cuts and declining enrollment.

ECSU has a $5-million budget shortfall this school year.

"In making painful, but necessary, reduction-in-force decisions, our first priority has been to protect classroom instruction for students," said interim Chancellor Charles Becton. "We evaluated every school, division, and department to identify potential cost savings."

To minimize the impact on employees, the university first eliminated 41 vacant positions and discontinued 34 temporary employment contracts. ECSU says with the exception of public safety, most other areas of the university were affected.

The 46 employees will lose their jobs in the next several weeks.

News of the layoffs came on the same day the university said it's investigating why it had more than $100,000 in phone calls to Senegal in Africa in the past 27 months.

School spokeswoman Kesha Williams said Chancellor Becton has asked a campus team to investigate the expensive calls. Williams says school officials don't know how long the investigation will last.

A spokeswoman said the school would not comment while reviewing the report by the News & Observer of Raleigh that thousands of calls have been made.

State officials have not provided further details about where the calls originated.

The newspaper reported that documents and interviews indicate the calls were part of a program that helped write and provide a series of textbooks for schools in Senegal between 2009 and 2012.
