A winter weather advisory is in effect until 7am on Saturday for Beaufort, Mainland Hyde, Martin, Outer Banks Dare, Tyrrell, Washington and western Dare County. The threats are black ice and slick roadways.
Governor Mike Easley wants a change in a federal law adopted last year regarding the National Guard.
Easley wants the change so governors can better command their Guard units in times of emergency. Easley testified at a U-S Senate Judiciary Committee hearing in Washington, D-C, on state control of the National Guard and whether lawmakers should repeal the new law that passed with little debate.
Governors share control of their state chapters of the National Guard with the president, but governors lose formal say when the president federalizes the troops for overseas duty. The president can also federalize troops during a serious natural or manmade disaster or catastrophe.
Easley says the Guard's role in helping with emergency preparedness and disaster response at the state level should be strengthened.
