Was it storm water at the new govt center in Swan Quarter, was it tide or rain? who can decide. Maybe the new building should have been an ark. Or located on higher ground, so govt employees couold have gone to work 2 more days last week. That may be the reason Hyde is so economically deprived the employees cant work when they should cause they dont want to get their feet wet!
