Medicaid is paid for in most states with State and Federal money. North Carolina is the only state that requires counties to pay a fixed percentage of the bill for Medicaid. Last year, the General Assembly agreed on a temporary cap on Medicaid costs for the state's counties. But many want a permanent solution. Governor Easley says there will be a solution during this legislative session. County officials say they don't want to have to worry about setting aside money for the program. They say they're concerned about their ability to pay for other programs.
