The mother charged with neglect of her kids after authorities say they were found living in filthy conditions, if out of jail.
20 year old Rachel Ceaser, who was taken away in handcuffs Thursday after her two toddlers were taken away by the department of social services and dogs by animal control, was released on four thousand dollars bond.
The deplorable living conditions were discovered when a woman who put puppies up for adoption went to check on her dogs after she was told they had died.
Animal Control is still investigating for animal cruelty charges
Previous Story:
An Onslow County mother was taken away in handcuffs Thursday after authorities found her two toddlers living in dog feces and trash.
Deputies say Rachel Ceaser was going to be charged with child neglect. Earlier the 20-year-old woman's two children were taken away by the Department of Social Services.
Seven dogs, a hamster and other family pets were taken from the Hunting Green Drive home Friday afternoon by animal control officers.
A local animal rescue group say it alerted authorities after two foster puppies died in the home because of the heat. They say Ceaser told them the electricity had been turned off in the home.

This is to T from baltimore. First off how do you know that it was in the garage if you are located in a different state? There is no way that you could know what is going on. Also, I have seen pictures and it is VERY apparent that the fecies and filth was indeed in the house. You can see carpet, a toddler bed flipped over with the mattress on the floor, and you can see toys, boxes and baby clothes everywhere, so I seriously doubt that is a garage. In all that mess, the fecal matter is VERY easily seen all over the floor and even the walls. I mean, do you really think that she would have been arrested and had the children put in a foster home if she wasn't guilty of anything?? Come on!!!! Get a clue. And I am sorry, but for those of us who love children and are animal lovers as well, we are going to stand up for those who cannot defend themselves. This woman should be ashamed of herself and the husband should be charged as well IMO. And Angel, I agree with you 110%
