On and off quick downpours will be possible through Sunday afternoon. Heavier rain could bring another 1 to 3 inches of rain to a few locations late Sunday and into Monday afternoon.
Some residents of Dare County, including residents on Hatteras Island, started the day without electricity as the storm moved up the coast.
Many are still without power. However, the hope is to get it restored by later Wednesday.
Officials also say there is ocean over wash that's closed a portion of N.C. Highway 12 on Hatteras Island. People living there cannot use the road, and people heading there are being turned back near the Oregon Inlet Bridge.
Authorities say the most significant over wash on N.C. 12 has been observed just north of Rodanthe and expect the problem to continue through high tide Wednesday night.
A State of Emergency has been declared in Ocracoke and access is limited to residents and officials only.
