One person has now been charged in that fatal Halloween night accident on the High Rise Bridge in New Bern that shut down the span for hours.
Authorities say Marine Gunnery Sergeant James Reilly the Second of New Bern is charged with failure to reduce speed to avoid an accident and a seat belt violation.
Officials say his vehicle struck and killed Robert Alan Neal, who had stopped to help a stranded motorist.
