Voters heading to the polls in North Carolina Tuesday might be dodging raindrops. Rain is forecast for much of the state as a storm system moving through the Southeast will hit most of North Carolina by the afternoon. The rain will contribute to what's expected to be a low turnout. North Carolina could see low turnout because of another factor -- for the first time since 1994, there is no race for governor or U-S Senate.
