The Harrells live about 500 feet from the Albemarle Sound in the Pea Ridge community of Washington County. Their yard looks more like a swimming pool than a lawn of grass. Close to a foot of water surrounds their entire property. The problem is drainage ditches surrounding the home first clogged up during Hurricane Isabel and to this day aren't functioning properly. County officials say it would cost at least $25,000 to repair the drainage system. The water has flooded out the couple's septic system forcing them to use a portable toilet for the past three months. The two do have plans to move in a few months.
