Finding suitable housing is apparently a stumbling block in luring teachers to poor and rural school districts like Hertford and Bertie. So, the state is allowing those two districts to build low-cost apartments for teachers. In Hertford County, 24
apartments would be built on school land. Plans haven't been detailed for Bertie County yet, which built a house for teachers a few years
ago, but controversy over the district owning a house pushed the
school board to decide to sell it. The board has since changed its mind on that and is now using the house for other purposes.
