California does not allow concealed carry permits for average private citizens except in rare cases. That means the shooter(s) were breaking the law to start. Remember the shootings at Lubby's in Texas when Dr. Susan Gracia watched her parents killed because she couldn't carry a concealed weapon which she normally kept for self-defense? Texas passed the concealed carry law later along with 20 other states. Now there are 36 states with concealed carry permits that are recognized by each other's reciprocity agreements. BUT you don't hear of permit holders carrying out the misdeeds!

Why can't stores have metal detectors? Its getting to where if malls and large shopping centers do not start having them we are all going to be in danger!! Store owners need to start to see that an ounce of prevention can save lives!!
