State Environmental Probation

The head of an agency that spends state money to protect waterways has been put on probation by the organization's board of directors. Bill Holman apparently has clashed with the real estate and developer interests on the board of the Clean Water Management Trust Fund. The fund provides 100 million dollars a year in grants to communities and conservation groups to improve the state's waterways. It is governed by a 21-member board appointed by the governor, Senate leader and House speaker. Some board members felt Holman had not kept them adequately informed about legislative action affecting the fund, such as a bill that caps the amount of individual grants the trust can give out for waste water and storm water projects. Senate leader Marc Basnight is a Holman backer and has asked his staff to contact his seven appointees on the board.
