The Virginian-Pilot of Norfolk reports that the off-road-vehicle rulemaking committee will meet again Monday in Avon.

The group is trying to create a long-term plan for off-road vehicles on the beach.

The National Park Service released an assessment last week that said the committee members overwhelmingly want to continue their work.

The Park Service has asked the committee to develop a consensus on a beach driving plan by January.

A park service spokeswoman says members of the group are so polarized, it's difficult to move forward.

Some committee members say changes needed to be made against what they believe are intimidation tactics used by other members between meetings.
