Old deed restrictions may delay an attempt by Dare County to give land to the University of North Carolina to build a coastal studies center. The restrictions relate to airport property that borders the 40 acres the county is ready to give the university. The Federal Aviation Administration must approve a change that would allow the research center. County officials say the land is being survey to see whether other parcels could be given to the university instead. Right now the Coastal Studies Institute is based in Manteo and its research laboratory is in Nags Head. Institute officials are asking the state Legislature for 30 million dollars to help build the proposed new center on Roanoke Island.
