A winter weather advisory is in effect until 7am on Saturday for Beaufort, Mainland Hyde, Martin, Outer Banks Dare, Tyrrell, Washington and western Dare County. The threats are black ice and slick roadways.
When the North Carolina lottery begins in a few weeks, state officials won't just be promoting the education benefits and a chance to have some fun. They'll also try to get out the message that there's help for people who can't handle their gambling.
State Health and Human Services officials say they are close to starting operation of a counseling service to help people with gambling addictions. Brochures and other information about gambling problems also will be available the same day the first instant tickets are sold March 30.
Health officials at Port Human Services in Greenville, a nonprofit agency providing psychiatry and substance abuse therapy, say recognizing the signs of addiction is the first step to recovery for pathological gamblers. Some of those signs include losing control, uncontrollable spending, drinking, or cigarette smoking.
